Fewer Regulations Ahead—But What About Truck Safety?
President Donald Trump signed an order that changes how federal regulations work. For every new rule a government agency makes, it must remove 10 existing rules.
The order says too many regulations hurt businesses, slow down innovation, and make it harder for the U.S. to compete globally. It also says that many of these rules are confusing and expensive to follow.
The order, called Executive Order 14192, states that too many rules limit business growth, reduce choices for consumers, and raise the cost of living. It also requires the Office of Management and Budget to measure the cost of regulations. For 2025, the total cost of new regulations must be much lower than before.
This could stop some new safety rules from moving forward.
“Could this impact rules like automatic emergency braking or speed limiters? Absolutely,” said Dan Horvath, senior vice president of regulatory affairs for the American Trucking Associations. “It could impact everything. But, as always, the details matter.”
Horvath also said that without this order, the speed limiter rule probably wouldn’t have passed anyway.
The ATA still hopes for progress on a few key issues, like allowing drug testing with hair samples, requiring automatic emergency braking on heavy trucks, and letting 18- to 20-year-old drivers operate across state lines. But these decisions will now be up to new agency leaders, including the heads of the Transportation Department, the Federal Motor Carrier Safety Administration (FMCSA), and the Environmental Protection Agency (EPA).
“I don’t think this means no new regulations,” Horvath said. “But a Republican administration usually means fewer rules than a Democratic one.”
The FMCSA has not commented on how this order will affect trucking rules. However, the EPA supports the order’s goal.
“EPA is working to carry out President Trump’s orders, including this one,” an agency spokesperson said. “He was elected to do just this—protect the environment while also promoting economic growth.”
